Kasumigaseki, where most of Japanese government operates. Most of building here belongs to central government, so building security is very high. I thought most of buildings are not available for non-government officials, and especially there would be any existence of stand-in soba.
Here is the building belonging to Ministry of Agriculture, Forestry and Fisheries, and Nippoan exists inside. Nippoan are open to regular customers during lunchtime on week days. You just have to talk to the guard at the entrance, since even I can enter.
12時過ぎると大混雑ときいていたので、11:30に訪問。
I heard it will be packed after 12:00, so I arrive at 11:30.
First what caught my eye is the vegetable topping. First look is just regular boiled vegetables, but actually it is stir fried vegetables. The taste of the cooked vegetables and taste of the soba matches perfectly, and the feel of food texture is great too. This unique soba has great taste, which I can eat three times a day every day.
This is in fact, very scary menu in a great way. The specialty menu being their cheapest menu makes this soba great menu, the one that can feel the pride of chefs.
